A customer left a Racing Zero (wheel brand) with me for service.

Just as the customer pointed out, the wheel had runout,
but the shop where they bought it said
they couldn't true it because they didn't have the tools.
I didn't ask which shop, but apparently it's a chain operation.

By the way, the frame of the bike they rode in with this wheel installed
had the seat tube cut too short,
and the seatpost limit line was sticking out
several centimeters past the end of the seat tube.
（I did inform the customer about this since it's extremely dangerous）
